If that doesn't work it could be some conflicting mods. I used the season mod on a non season mod ready map, that messed up something with the animals, though I can't recall exactly what the issue was.
you could export a bale trigger from another map and add it to chellington. take about 10 minutes.

there are some mods that open bales and drop loose content.
like the vanilla bale shredder, but I think that one only processes straw.
open the game directory ...steam>steamapps>common>farmingsimulator2017>data>maps> and open map01.i3d in giants editor.
when it opens click the plus sign next to goldcrestvalley in the scenegraph.
then scroll down 7 places to animals and click the plus sign.
now click the plus sign next to sheephusbandry, then tiptriggers and lastly feeding trough.
at the bottom of that short list is a blue prim named sheepbaletrigger, click it to highlight it.
now click file and in the drop menu choose export selection with files...
a dialogue will open select your desktop and create a new folder, open the folder and name the file sheepbale.i3d,
save it. and close the editor.
go to your mods directory and extract chellington
add .bac to the zip file after you have extracted it. do not delete it, you may want an original version for mp.
open the directory that you extracted chellington to, there should be 5 folders and 3 files. if you just have a jumble of files you have not extracted properly.
open the maps folder and open map01.i3d in the editor.
click file and choose import... the dialogue will open the folder on the desktop with sheepbale.i3d, highlight it and select open.
it will be added to the bottom of the scenegragh, highlight it and press control x. it will disappear.
2 higher on the scenegraph is animals, click the plus sign, then transform>sheep>sheephusbandry>tiptriggers>feedingtrough.
highlight feedingtrough and press control v, it will be added to the bottom of that list.
highlight sheepbaletrigger and press f, the camera will re-locate to the feed trough and you will see a rectangle over the trough highlighted in cyan.
no need for any other adjustments. click file and select save.
you do not have to re-zip the folder in sp.
