It's not a DLC owned by Giants, so they don't have the right to sell it on Steam. If it was sold on Steam, it'd be a paid mod and the general consensus is "NO".

It's made by a fan of the game, not from Giants. Giants is selling it on their behalf on their site. This would make it a paid mod.

quite the opposite, i understand and appreciate the time the mod creator has put into this mod, or any mod for that matter. i also have no issue with paid mods. i do, however, have an issue with the developer pushing one as dlc, when in fact it is a paid mod.

Yes, the prize for the winner of the modding contest was to propose and create a DLC for Giants to sell, with them recieving commission for their work of course.
