It's only worth it for a bigger operation, I think.
Free water sounds great, but if you have to drive it further and negotiate bumpy uphill terrain, then it's not really worth it.
The cost of water seems pretty cheap, considering returns from greenhouses. I think I estimated it at something like $400 per greenhouse (full tanker costs $1200, and holds 7300L, each greenhouse fills up with 2000L), which lasts 3 days. So $150/day. You cover that with just 2 hours of operations.
In other words, buying water costs you 10% of your greenhouse income, but makes filling them up faster and more convenient, since you can just build water towers in line with the greenhouses and drive in a line. IMHO, it's worth the cost if you want to build a really big operation, but not so if you are very short on money and willing to put in the extra work to get water from the river.
Well, you don't use the same water for argicultural purposes as you do for bathing or cooking. Most farms in my state are watered from wells, which the farmers own and operate. They also get "rights" for using a certain amount of water from their wells, but best I know, those are not sold, they are just granted if you've been using the water historically. So in that sense, the irrigation water really is "free".
"Water tower" is a bit of a silly structure if all you are doing is filling up trailers from it. It'd be nice if it was called a "well" and provided free water. But then it wouldn't cost so low.
I guess the main purpose of the Water Tower is cosmetic as there are plenty of easily accessable water points.
Screw paying for water when there a nice lake just full of the stuff ready for the taking.
If you playing Goldcrest there is a beach behind the resort just west of the Mill sell point (one you sell to vis train), can pull in there and get water with no worries at all.
Also several other points along the lake and rivers where you can back in and get water if your careful.

But be mindful of the tractor you use and where you back the watertrailer in. Me in my stupidity always went for the straightest route to the water and usually ended up backing down a cliff/ledge only to find out the tractor was not powerful enough to pull it back up :p

I have 3 greenhouses
This is how it SHOULD work imo.
Free water unlimited water where ever you want it is a bit unrealistic.
But if the water towers were just massive storages tanks you could fill yourself that would be different. And an option in the shop to pay a bulk price to have it refilled.
This is how they should have done the placable seed/fert as well.
