If you choose to play the game with the very limited game play goals, your main objective is to make money to replace or buy new equipment. How you do that is up to you. The game designers also provide you with missions and it is up to you if you want to use it.
If I download a mod map with good starting equipment that is not cheating.
If I edit an xml to change the start conditions that is not cheating.
If I download a mod to help steering with the keyboard that is not cheating.
Literally, you can not cheat in a sandbox unless you make up your own rule that says you cheat if you do <activity>.
the only one you can becheat is yourself, so you decide yourself what is cheating and what not.
btw if you want a savegame you can test equipment with, start a new game, save it, exit FS, open your documents folder and the savegame folder, look into careerSavegame.xml and enter any amount you want into the <money> tags.
is this cheating? if you told yourself "on this map, I want to make millionaire without any help", you becheated yourself. and only yourself.
