Offline multiplayer supported?
Does this require 2 copies of the game to play multiplayer via LAN, or can it be done in offline mode?

No LAN mode at all. The best you can do is a passworded online game.

Ok but does that require Steam to be online or does it use the vendor's network?

Vendors network, Steam has nothing to do with the multiplayer.
