As far as multiplayer goes, the game is 7 years old, so don't think you'll find many random events or people driving. It's all about organized racing, join a community that has events which fit your schedule.
I race at RaceDepartment, every Tuesday and Thursday at 20:00 GMT. It's a passworded server though, you'd have to register and whatnot.

NB, you'll have to have any mod cars/tracks/skins any particular server is running, otherwise you won't be able to join, or will have other issues.
Also, GTL has a lovely trick that it shows a default track name in the server list, instead of a custom track which you don't have installed, so don't get confused with that.
