If you're running it on a lap top rather than a desktop, then that might be creating problems. One thing you can try is installing the game outside of the Program Files directory and run everything as an Admin. That often helps. You can also try the Ntcore patch, which will help the game utilize up to 4gigs of memory.

And as always update your video card drivers. Honestly, the game right now is on sale for $4.00, so it doesn't make a whole lot of sense to ask for refund. You might as well hang on to it for a while, and keep working on it.
You say you don't care if it's a twenty year old game, but seriously the world moves on, and finding out why some of these games sold on Steam are so cheap. They are what amounts to "abandonware", no different than the games you'd find in the bargain bin at Staples that you'd walk right past, and not give a second thought. The idea of "this is going to last forever as long as I can turn on the power" is a fallacy.
I don't think "alot of people are having the same problems". All you're seeing are those who are coming here, and saying "My game doesn't work, please help". Nobody is going to come here and say "OMG!! My gam iz wurkn purfuctly!!! Plz don hlp!!". And in the what half hour between my post and your reply I seriously doubt you've tried all possible avenues that I've suggested.
Nogripracing used to have a community full of very knowledgeable people who'd help community members, however the site is currently offline. You might want to try RaceDepartment.com, the members there are very helpful.

The only thing is you will have to do your part. If someone offers a suggestion and directions on how to do it, give it a try. Don't just throw your hands up and say "oh, it won't work". Keep trying. And when all else fails uninstall and then re-install the game.
GTX780 newest Drivers and i still use the Admin Profile.
In the win Options i choosed auto select for DX and did only configurated the resolution.
Such a nice Racing game for 1 fu €, because all these crying PPL smashed the price....
I set GTL.exe to run in "Windows 98/Windows Me" compatibility mode and the game started!. Setting compatibility mode to Windows 95 also worked.
