This worked for me too
1) Verify game files on steam. This should (re-)download three files.
2) Change the settings for the GTL.exe and GTLConfig files to compatibility with Windows 7 and set both to run as administrator.
3) Change the settings on your graphic card for it to specifically select GTL. For me, this was NVIDIA Control Panel > Program Settings, then select and add GT Legends. This also works for multiple installs, just make sure you do this separately for each one.
I suspect it was the third step that made the difference for me as I had tried adjusting compatibility and running as administrator before without success.

Try to launch Steam as administrator.
Locate the steam.exe file and check the flag "Run as administrator" in compatibility tab. Fully close Steam, start it and try again.

On a whim when my GTL didnt start today, I tried the instructions in the guide for GTR and it started just now without issue.
I have no info on the longevity of this fix, but just now, it solved my no start issue.
