Ice amulet + last heart piece

People in the ice village tell me you can find a necklace or something in the swamp area that lets you walk on ice normally, but I only got the one that lets you walk in swamp and grass normally, and this ice amulet isn't even part of the guide on here. Anyone know where it is?

Also I'm missing one heart piece. I used to miss two and an energy piece, but I bought random stuff from the ice village store for the energy piece that's supposed to show up there, and after the store there was empty for a while it suddenly got a heart piece AND an energy piece in stock. I've gone over the other heart pieces in the guide a bunch of times and I'm not missing any. Any ideas?

"Villager: There's a magic necklace somewhere in the Gasping Marshes that can help you walk normally on ice." I recall seeing this when playing through but I've never found anything that fits this description, which is why there's no mention of it in the guide. My initial thought on this was maybe that this was referring to the necklace item you get by protecting Swamp Guy from ghosts, but that doesn't seem to be the case. I started a new playthrough from scratch and deliberately didn't attempt to get the necklace to see if ice worked any differently. No change.

It's possible something happened in development like an item was changed or removed, or inaccurate dialog was missed and didn't get corrected. I was pretty thorough and never found anything that fits the villager's description, so I honestly have no idea if I've missed such a thing or if it was never added. I'll try looking around some more and maybe try digging into the game data to see if I can find anything, but I'm interested to hear if anyone's every found this mystery item.

As for the heart piece, it still has to be out there somewhere if you're still missing one. I've mentioned a few easy to miss pieces in the guide comments. It must be a non-existent item, the swamp seems pretty simple to explore 100% to me, if it existed someone would have found it by now.
