Steel Gear?

Anybody know where the Steel Gear is for the sword upgrade? I finished the game and never found it. I feel like it's probably in a really obvious place I just never went. Thanks in advance.

It upgrades the bow, not the sword (despite the Blacksmith being the one who needs it). Did you find the shop in the starting town? It's due east from the Blacksmith.
