Report a translation problem
1. You find a broken down car like yours on the side of the road. In my experience this is rather rare so don't expect it to happen a ton.
2. Depending on what kind of road you are on, you can sometimes get on one with a junkyard. You will see this on the map lay out with the ? icon below the path in the same area where you will see a gas pump to signal a gas station. You can find some awesome parts at a junk yard. but you will have to repair the gate first to get inside (or part out your own car to get it to work). There is risk and reward here. I have gotten good parts here but they are normally in need of repair, and sometimes you do get skunked with junk parts that you just don't want/need.
3. Lastly (and most importantly) you can get parts from the Liaka Dealership. there are Dealerships in all boarder towns. The towns have a randomly generated aspect to them, look for a store with a giant wrench on top. Inside will be rather empty except for guy behind a counter and book on the counter. Open the book and order your parts. BTW you don't need to bring your wallet in to order the parts but you will be charged the right amount of money. Once you make your order the parts will appear on a wooden pallet outside the store.
Just as a side note, I have only ever found tires in abandoned cars and at the gas stations (I'm including the outter shops in boarder cities under the term gas station.)
Also, just FYI you can only buy tools in the Outter shops as well, I recommend buying a crowbar ASAP. Its super handy.

Any map route option (where you choose which way that you are going to drive in the morning) has a random chance to have a Schrottplatz included. This is indicated by a "?" in the route's 'Conditions' entry, in the area where you'd find if it had a Tankstille, potholes, rain, etc.
If you have enough gas, tire life, and repair kits to make it, you should ALWAYS take the chance to go by if you have enough storage room. I have found some of the game's most expensive items available in the Schrottplatz - my first game, for instance, I got a Stock Squash Engine and a Portly Carbolyte Tank off the very first Schrottplatz I stopped at! Granted, I had to take them back to Unkle's Dealership to fix them... but the huge fuel capacity and the horsepower boost from the new engine made the rest of the game much easier.
