Red licence plate?

Uncle Lüfti told me about the legendary "red licence plate" where can i found this?

Some of the cars on the roadside have red plates, but you can't change license plates as far as I know. I've heard that when starting a new game there is a small chance to for the car to have a red plate, but don't take my word for it.

I understand. But when you can´t change licence plate why put the devs this tooltipp in the game? There must be a way to get and change the licence plate. I tried several times to start a new game but never i get the red plate.

It's just character dialogue. And it's only the colour of a license plate, who cares?
