- OS version & build
- Are you a new player or have you played before and it just started happening
- Are you using the default install (installed and pressed play) or are you using a beta build
- If beta, which version: original, public beta, frameratetest
- If beta, did you run the game before installing the beta or was the beta test your first time running the game
- If beta, did you try one of the other beta builds or try not using a beta at all
- If not beta, did you try a beta version
I've been playing the game for years and it seems like a new problem. The devs did change the language screen recently so any details can help.
I got the game via humble bundle and also paid the $1.00 for the steam link to see if the steam version behaved differently.
So both were default installs, I believe.
I have not tried a beta version. I don't know if I'm privy to that.

If you can attach a dxdiag as well so we can get an idea of pc spec and driver details
