Governament License Plates

During tour with Uncle, he said something 'bout Red License Plates. Have someone actually obtained them?

i found a car with it and actually wasnt able to interact with it in any way, was wondering the same

They're diplomat plates, I found an abandoned Laika in Czechoslovakia during a scrapyard run (start in Germany with completely stock car except for upgrades like tool rack, lights, etc., no parts purchases allowed - you can only use found parts) with diplomat plates and an HSK Squash engine, HSK Chubby fuel tank, Oasis water tank, and HSK Double Barrel ignition. Made the run a bit easier...

It would be so nice if man could just change those plates and then go through all borders without stop.

Has anyone tried using the crowbar on the abandoned car's red plate?

I've found them on abandoned cars, abandoned cars with gov. plates tend to have better loot, so maybe its a way to gauge how good the loot is from a distance? And there is no way to change the plates

Yep there is no way during the game to change the license plate or detach a red license plate and mount it on your car; it had to be a feature that wasn't then developed but on which there were plans.
However, a way to get the red license plate exists but you have to restart the game, starting the story until you find a red license plate on the car given to you.
The red plates have also been poorly implemented, because their historiography is not perfect and many times have errors.
