Windows 7 Compatible?!

No it's not.
The game installs andi loads correctly. But when it gets to racing...I can't see the track properly. Advertising hoardings get in the way because they get stretched from off the track to being in your eyeline. The sky is all messed up. Get too close to cars in front of you and it gets surreal.
You can still "play" the game but not being able to see properly is a bit of a handicap.

I play it fine on windows 7 64 without any problems . Try running it in xp mode and updating your gpu drivers.

I do not have XP Mode in my version of 7, so I installed a "compatibility update" (from Windows Update) and it does not solve the problem.
BRT Cobra, are you running the game in XP Mode too?

im guessing you have a driver issue of some sort or try verifying the cache file maybe you have 1 or 2 missing files right click on the game click properties select local files then verify integrity of game cache this may fix it
