I'm hopefully gonna try it for this game, but my friend is extremely paranoïd about these things. Also, another says it's not lagless, but that has circumstances too, maybe it's lagless in most optimal conditions..
Regarding lags, try to reduce the distance between peers as much as possible (or choose peers who live closer to you), try to cut latency by using ethernet cables instead of wifi and so on. As long as you have enough of free bandwidth available, distance and wifi connections are probably the biggest lag-inducers in p2p.
However, since WoL is not out, we don't know how it would perform and how it would perform for you and your friend. Imo games which require fast reaction times are not really ideal to be used with cloud gaming/streaming, but turnbased games and casual games are much more forgiving to lag.
Regarding safety, as long as you download software from trusted sites or ideally from official site, you should be alright. If you don't consider windows 10 unsafe, then this is nothing compared to it.

This is solid advice, and as long as you follow it I don't think you'll have any issues regarding latency. I haven't used Parsec myself, but many people I know have and have said good things about it. You're very much in the right to be cautious however. It's pretty easy to screw with someone through Hamachi and Tunngle, but I haven't heard things like that about Parsec.
