Hardcover textbook bug or?

So I wanted to go an agent build and took hardcover textbook to have more of them but whenever I spawn an agent it's just the default number of them. Is this a bug or does it not work with agents like earth agent and null agent?

Nevermind, I guess I just thought it did something else. I didn't notice that pop-up primer increases the number of them. But like, what does hardcover textbook even do in the end??

I am trying to figure out what the heck this thing is for myself. It says +1 max summons but running with a cool down build withs ummons, it seems to make no difference with or without it. So I don't get it. Is it bugged or what?

maybe there's a summon cap and it raises the amount you can have active at one time

There IS a cap of summons. You probably won't notice this if you don't have enough cooldown reduction, but if you try to summon more than the max cap the excess will just disappear.

Anyway, I don't think this item is very useful.
