If anyone else stumbles across this, if you have an nvidia GPU, you can limit the framerate in the nvidia control panel. under 3d settings, open the "Program Settings" tab. There you can add "Wizard of Legend" and set the Max Frame Rate to whatever you want. If you want it for every software, set it in the global settings instead.
By setting the scanline sync to -(half fps) you can sometimes eliminate the screen tearing inherent to vsync off, while still maintaining a custom fps cap.
