He uses 5 arcana (for each element) and 1 chaos move before dashing twice. But yeah, his vulnerability frame is short so hitting him while he's dashing is your best opportunity, so far from my experience. If you waste time dashing after him he'll just recover as soon as you get to him. Maybe some spell that has a large radius could help stun him while you're neaby but not exactly close to deliver a hit, like Shock Nova/Terra Ring.
Or one of those smashing/jumping moves. Enhanced Binary Splash has quite a large reach, provided you jump to the right place.
Sura is actually incredibly easy compared to the other council members(speaking to their tier 3 incarnations of course). Hope he gets a revamp at some point since while he is cool, once you learn the fight you would have to be limping pretty bad going into the fight to ever lose at this point imo. Kinda anticlimactic when playing hard mode with the insignia of legend on and Sura is by far the easiest part of the run lol.

Maybe if his arcanas were always randomized and weren't presets, his second phase would be outstanding. I seriously feel like this game needs more bosses that can act like the player and throw arcanas left and right instead of being gimmicky, like the other 3 bosses in the game.
i completlely agree with the first part but i think the bosses being bosses is a little more cool
