Maybe you need to hit with both elements at once? Though that would be pretty RNG-based as you may not have an element attack that stays on the field long enough to hit with the second element...I'll have to see how it goes if/when I come across one myself.
Except that it's misleading. You would think simply having the necessary elements would be enough, but it isn't. If it requires two of an element, you need to have two independent arcana in that element to open it, which is ridiculous.
No, it requires you hit the chest with one of each element in a row. It's not hard and the same applies to all chests, including ones with more than 2 elemental locks on it.
Each lock disappears as you hit it with the right element, and if you hit with not the right next element to hit it with, it resets. If it needs multiple of the same element, it needs multiple different arcana (repeat hits with the same arcana are ignored, which means you're safe from accidentally triggering a second fire hit with the dragon spell, for example).

The fire circling me kept hitting it, and the last two elements needed were fire. It should have opened right away.
