Report a translation problem
Ubisoft got hacked a couple of years ago and warned everyone to change their passwords. Guessing you missed that email notification to the email. You have a Steam receipt and Steam can delete the connection to give you your game back, but it will disable for whomever bought it using the key you had used.
Same issue, though I only have a few hours on the game and bought it recently, ubisoft still fails to recognise the fact that I own the game and now I can't play it, it simply doesn't launch. Two weeks after I contacted customer support because of it, (with screenshots from steam that I do own the game and have even played it before) I got an email "sorry for taking so long"and that was it.
I wish we could get game keys or cd keys for such cases from steam, then we wouldn't have to deal with ubisofts non existent customer service.
