If you mean regular attack, is the same chance as any other and is based on the shield equipped. But if you mean the "pounce" special attack, it’s rolled against physical resistance.
It did turn out to just be lousy luck, going an entire fight and missing every block. The next wolf fight, my MC blocked the first three wolf attacks in a row, which was great. Sadly, I've had to put the game down again since I had several freezes in a row, and while I'm fine with RNG in combat, I dislike RNG in whether the game finishes processes or not.
