So I save this guy and follow his instruction to get this key.But there's no quest triggered,where should I use it?

In the Roman tower in the same location there is a place you can use the key for.
Your reward will be a special dagger.

I figured it should be the tower,but I couldn't find anything interactable,maybe bugged?

There should be something like a little whole in the inner side of the wall that is directed towards the road. This is where to use the key.
