As for creating levels I have no idea. It might be possible to edit existing levels and say, move objects around.
Yeah, growthrate affects the rate the goo grows. The Endurance levels set it to 0.01 to make it grow very slowly. Setting it even to 0.75 makes the goo grow extremely quickly (enough to complete most levels in seconds), so I'm not really sure how it's calculated.
Edit: There's also a waterlevel variable, not sure what it does though.
Waterlevel is probably the... water level, hah.
I'm surprised (and glad) that people still pay attention to this game even though it's been out for quite a while now.
The variables themselves are probably leftovers from when they ported Tasty Planet 2 to steam, presumably porting all the levels to a new version of the engine with water support. Also for some reason a lot of the variables are defined in scientific notation, not sure why but maybe to get a very precise small number? Your guess is as good as mine.
Also, been meaning to put this here, but on an old dingogames blog, there's a post about a level editor used to make the game, and even a picture of a test level in the editor! http://blog.dingogames.com/level-editor
Edit: There's actually a few more posts about Tasty Planet on that blog. Like where the name "Back for Seconds" came from, a few more posts about editors, and a couple other things. Pretty interesting if you ask me.
