Report a translation problem
I couldn't tell your location from your Steam profile. There's been a number of posts recently by players located in Crimera, Donesk, Luhansk and Minks complaining of being unable to connect to WG's servers. Some have reported success when using a VPN, but that increases ping. (The reason for their problems are unknown but a block by their ISP is one possibility).
This is a good one to contact Player Support about. You can do that by selecting Settings/General/Support in that new account or through their website https://eu.wargaming.net/support/en/
That does sound like a problem on their end. If it happens again at least we know what will fix the problem.

An unscheduled restart of EU C2 will happen in the near future.
A restart will help solve the problems that players are currently experiencing (a clan has disappeared, a chest has not opened, is not allowed into battle, etc.).
