Filing a ticket with Support that attaches the PingPlotter file may give them a chance to suggest a solution. Filing one with your ISP might not hurt either.
The only other thing I can think of is disconnecting/reconnecting in Settings until you switch P1/P2 and seeing if that helps. It looks like for WOT EU P1 is in Amsterdam while P2 is in Luxembourg. If Blitz is set up the same way you might get a different route.
Sometime I just end up waiting for my ISP or the guy in the middle to fix their problem. Good luck.
A simpler and more accurate explanation is that a few thousand of your neighbors are streaming movies (or dowloading updates). Since the graphics in this game are stored on our computers, the data we send and receive has been reported to be in the kilobyte range, while the thousands of movies being streamed are in the megabytes. Some poor router can only handle so many megabytes and can’t keep up with the demand.
It’s not a plot, it’s just people being people.
