all i know is this
1) you got highly unstable internet connection
and it can be due to these reasons
i) the ISP server suffer an overload
for the 1st one here, it is due to too many people using the same ISP at that time period thus causing the ISP server to suffer from an overload.
ii) too many background programs doing that daily tasks
for the 2nd one, there are background programs that requires the internet connection to do their daily tasks.
iii) too far away from the router (the further you are from the router, the weaker your wi-fi signal strength will be (this is totally 100% true)
iv) downloading a large file using torrent programs and/or streaming videos, watching videos, watch movies......etc (not just your computer only)
for the 4th one, doing that will take priority over any multiplayer online games that requires highly stable internet connection
v) too many computers/devices using the internet connection at home.
here are the solutions you can try
a) restart your router
b) use wired connection instead of wireless connection(wi-fi)
c) try to play at night maybe at 10 pm or later
d) make your background programs run their daily tasks two to three times per week instead of every day.
e) disable all startup programs (it depends on which windows OS you using. for windows 10, open task manager and then go to "startup" tab and disable all of it)
f) don't open too many programs at all. just open only steam and WOT blitz.
It was actually caused by a malware that disguised as my notepad whenever I open my task manager. At first I thought it was normal but after a few lookback i realized that it used too much of my CPU.
The fix for my solution was to run Malwarebytes Anti-Malware program which was able to remove the malware safely once I finished the scan and restarted my PC.

Now my game runs normally whenever I play it,no lagg or joining the game late issues.
