On Windows 10 right click on the sound icon in the taskbar and select the 'Open Volume Mixer' option. Make sure WoT Blitz isn't muted.

neither the games or steam is muted....problem still persists

Have you checked your Settings/0ther ingame volume controls?

Another possibilty is a Windows sound driver that needs to be updated, according to some threads.
