As far as the cheating, if you have "seen" this can you provide more information?
Mobile users have a feature called auto-aim. PC users also have this feature, but I don't think it works the same way as mobile users. IMO, based on my experience, mobile auto-aim is practically bot/cheating. It allows the tank turret to track enemy players automatically. This seems to even track at times I wouldn't intuitively think it would. This seems to definitely help mobile users make shots that are much more difficult playing PC (with auto-aim off). I've never used PC auto-aim extensively, I think I tried it years ago and it really didn't seem to do anything. So I don't know exactly what PC's auto-aim does but I know it definitely does not work the same.
I understand that mobile users face other challenges, much more limited input, and much smaller screens. But there's some shots that are just ridiculous, like hitting a pixel of a hatch of the very corner of the tank and somehow knocking full damage off.
As for the cheat, after reading another discussion someone mentioned cheating so I looked into mods and cheats. After the AI response the first result for cheats was a mod allowing x-ray vision and a bot program to play the game for you. These two features of the mod allows the bot to track you through objects just like the in game bots can do and fire on you as soon as you've cleared all obstructions. I can't prove anyone is actually using it, which is why I asked if its cross platform, because I've seen plenty of "players" playing like bots and tracking others through hills/buildings/mountains.
If that's just console / phone stuff it makes it even harder for players to be sure someone is cheating when they're driving like a bot and tracking enemies they cant hit or see directly. I haven't seen someone tracking an unlit enemy but plenty of players tracking something they have no hope of shooting even while they are getting shot by people with nothing obstructing them. Just a bit weird to see them auto aiming to the closest target while ignoring enemies in the open, you know, like the WG bots do.
It's pretty similar to the WoT bot programs, so unlikely anything will be done about it.

The thing that finally pushed me to ask this was getting the same person 3 times in a row that just sat on spawn until someone got in range of them and then they started attempting to drive around and fire back. We can't claim they were inactive if they do things now can we?
I only noticed this same situation when the player fell into the same team as me... He aimed at places where the tanks had not yet been revealed... he shot all the time while moving and always inflicted damage...
And, yesterday I witnessed some tanks that acted as if they were bots... They only moved when the enemy approached them or inflicted damage (...)
A complicated situation in this game
but the "same control mode" setting is only available for ipads, iphones and androids and nintendo switch
this setting is completely unavailable for World of Tanks Blitz PC Version.

1) If you play on the device with touch control (mobile/Nintendo), you can use the feature of the Same Control Mode that can allow you to play with others who have the same type of control as you have. By disabling this feature you can play as with players with touch control so with players on PC.
Same Control mode is unavailable for PC players and turned off by default.
