That or try lowering all your graphic ans sound options to the least values and see if it stops, then work your way back up and see what option is causing it.
My stuttering seemed to occur the most when firing or spotting a tank causing a drive read delay as the game accessed the sound files for firing or when it seemed to be trying to read the textures of a newly spotted tank.
That could be a graphics issue. When PBR graphics first came out some players had fps drops on the Castilla map. WG staff recommended that they reduce the overall graphics setting to medium. At that setting the pbr graphics wouldn't be processed but regular graphics would continue.
If that doesn't help enough try experimenting with disabling HD textures, Maybe that would help too.
Every month more tanks, camo's and, sometimes, maps are having pbr added. There might be so many now that your gpu/card is having difficulty processing as many frames per second.
