Report a translation problem
Getting 13 players from the same clan in the same ratings battle is unlikely, but you might do it if you flooded the queue with clan members. It is also highly likely that they rigged that battle. It could be a troll clan set up with alt accounts that are used for pushing, blocking, rigging etc.
That's a type of unsportansmanlike conduct that is a much more serious violation than just going afk. If something similar happens to you file a ticket against every player from the clan that does it.
Personally, I'd file one against the clan itself. There's sections of the official Clan Rules that allows clans to be disbanded. There's also a section that might make the clan leader personally responsible for clan rule violations. Both sections are probably rarely used, but IMHO both should be in this case. The sooner the better.
It's an EU clan so I won't see them in battle. The NA server has it's own trolls and has had it's own troll clans. I don't like them much either.
Oh, and their clan motto? "Fighting till last breath." Yeah, right.

Can this be caused by some hack? Forcing the game server to overflow an enemy with network traffic? I can remember some cheat like that in Counterstrikes beta-times, but this was many years ago...

I guess you ate some Pootine also.
But that only protects their servers and clusters. The internet backbones we use to connect to the clusters are a different story. It could be as simple as an ISP that rents the cheapest backbone and it gets easily overloaded.
