Report a translation problem
The first two assume that there is a problem downloading from whatever server Steam uses for store downloads. First, try opening Steam's Settings/Downloads and clear the download cache. Next, while you are there, change your region to somewhere else and see if that helps.
You could download the Microsoft or Apple client onto your computer, or download the game to a mobile device. Use your Wargaming ID to open the game and then make your purchases from a different platform. You wouldn't be using your Steam Wallet but if you download to a mobile device you could also watch ads for gold. .
It's always worthwhile to check Wargaming's Premium Shop (Settings/Portal and select the shop on the top left). It has a more limited selection of items, some different offerings and the price on some can be lower.
