I have recently came back to WoT Blitz and i notice that my username in the game is different and a lot of my progression and purchases are gone. Is this a bug or something?

A reliable way to log into your account is by using your Wargaming ID. I believe that Steam sets one up for us, so try using your email and Steam password on the log in screen.

One possibility is a friend, roommate or sibling who knows your passwords or has access to your computer playing your account and changing it to their liking. If this is possible, immediately change all your passwords and enable second factor authorization. Unfortunately, you are responsible for the security of your computer and WG has no way of knowing who is using it, so restoring what has been changed in these circumstances is unlikely.

Your account could also have been hacked. WG may be able to be of assistance and a ticket to Player Support would be a good idea.

if you played on ru servers, go to the wargaming site and transfer your account

Here's the short version. Your account is safe but you need to transfer it to either Wargaming's EU server or Lesta Games' RU server and their Tanks Blitz version of the game. The companies are recommending that players who live in Belarus or Russia transfer to Lesta Games and everyone else with a CIS account transfer to the EU server. There are serious payment and download problems if you go in the opposite direction, but the decision is yours. Some players can overcome those obstacles, others can't.

(Tanks Blitz is not a Steam Game and Steam has payment blocks on certain banks, for example).

I've posted links below to an article on the transfers and the easiest ways I've heard of to do the transfer. Read the article carefully before making a decision. The queue for transfers is long and you might have to wait days or weeks for it be completed.
