Here is how crew works(at least I think, take this with caution)
A tank can use any crew skills, regardless of skill type(light tank, medium tank, ect) The twist is, that crew skill must be maxed out in order to do that. When the skill isn't maxed out, it can only be used by that tank type. Training crew skills means you can use the skills, but you can't increase the level of the skills until you reach 100% crew level.
Again I think that's how it is, someone will have to either back me up or correct me
You’ve got the terms mixed up, but otherwise right
Crews of tech tanks 6+ start out at 50% traiining. Crew xp (similar to combat xp) increases that but you can speed it up by adding credits or gold. At 50%, the tank commander only has 50% spotting ability, etc..(It’s the one thing I always spend gold on but may be too expensive for that in high tiers).
Once they are trained to 100% the crew xp goes to individual crew skills. Those are earned for that tank class, but once earned are used for all tanks.
You only have one crew and they go with you to all the tanks. Once they get good at driving a new tank they work on getting good at specific skills. When they get better at Camo they still know that skill level when they move to a different tank. (Git Gud in action).
You can speed up crew skills by using Elite XP, credits or gold. Which skill to do first is debated a lot. (Mentor then Camo for me). That is a topic for another thread though.

One side effect is that you have been competing against more experienced players who have at least some crew skills. Now you can start evening the odds.
And everything is more expensive in the higher tiers. You can do more damage and earn more credits for a while but many players struggle to make enough credits in the highest tiers.
I am going to focus on Mentor as it can earn faster crew xp for all tank types.
Mentor helps until it’s at level 5 (according to several threads). At levels 6 and 7 the benefit doesn’t compare as well, they say.
Also, that’s a good use of Elite XP. Using gold to convert it to Free XP doesn’t seem like a good investment until I’ve maxed out my crew skills, and by then I may have lots of free xp anyway. In the meantime I want to narrow the gap between me and more experienced players as fast as I can.
Oddly, if you convert elie xp into free xp you can choose which tank’s elte xp to use. I don’t know why it matters, but that’s the way the conversion works.
