OLD METHODS, NOT WORKING ANYMORE:
Unlock FPS after 7.3 update:
Place "Data" folder in the game folder. Place "DAVAProject" folder in C:\Users\*User name*\Documents with file replacement. Do not forget to make a backup.

First option:
1) Download official WOT Blitz 7.1 test client (2.6 GB)

2) Launch it, wait ~30 seconds.
3) Close.

After that, if you run a regular 7.0 client, you will receive unlimited FPS.

Second option (if you do not want to download 2.6 GB):
1) Download localOptions.bin

2) Replace file with the same name in DAVAProject folder:
C:\Users\%username%\Documents\DAVAProject

Explanation:
By performing the actions mentioned above you disable vertical synchronization (VSync)

I would like to provide below some general information for this topic at all and some updates for the issue solution in tandem with technical investigation. So, probably these notes would help to any one who will need to achieve the solution in any further version as while as the current approach will work.


General notes

#1 The non-working tag could be removed from the topic'c title, because according to my explanations below the solution (with some modifications or with more clear approach) is still working.

#2 The "PC only" tag in the topic title should change to the "Steam only". That is because on PC we have also the Microsoft Store client, and as while as (from my knowledge) it does not use the configs from the Documents folder and as while you have no chance to modify InstallDir files of the MS Store client even with admin rights - we have no possibility there to use this trick.


Files replacing approach is not a best way

You should not base on the files replacement because it will stop to work as soon as the config format would change with any smallest thing. That is a kind of partially-binary format, so you should not expect any forward compatibility.

Better way is to know hardly what exactly you should modify inside the config file to achieve the desired disabled VSync option. You could use any HEX editor for this (e.g. HxD[mh-nexus.de]). In this way you could have more chances to still have the trick working even if the config format will change in a further version.

Also, from my investigation, it does not bring you a big sense to modify "GraphicsPresets.yaml.dvlp" in the InstallDir, as it shown in existing tutorials, because only the "game_options_local_options.dat" from the Documents gives you a final affecting.

Yeah, as partially mentioned at the end of the previous header - the file "%UserProfile%\Documents\DAVAProject\localOptions.bin" was moved and renamed into "%UserProfile%\Documents\DAVAProject\cache\game_options_local_options.dat" and so for the moment that's the only file you could modify to disable VSync.


How and why to modify the config manually

If you will know clearly what to change just to turn off VSync - you will not be constrained with a third-party file downloading & replacement, and also you do not lose the rest of your options.

WARNING:
The following instruction based just on my notices as the file format seems proprietary. In case you made a mistake and achieved broken startup - just remove the modified file and start the client again, so it will restores from a backup (seems a backup for this is the "GraphicsPresets.yaml.dvlp" file from the InstallDir, so I do not recommend you to modify that one, otherwise - you could just restore client through the common Steam command).

Open the "%UserProfile%\Documents\DAVAProject\cache\game_options_local_options.dat" in a HEX editor. Then search for "VSync" word (there is only one match for it, for the moment). In a decoded text view it looks like "VSync.....true" and the '.' (dots) here are also important bytes. Seems that these 5 dots here are block definition. So first one defines a block length (4) and next 4 bytes belong to this block. First byte of it contains the length of the option value word ("true" or "false") so initially you have it equal to 4 and should change it to 5. Then overwrite the "tru" with "fal" and insert "s" in between.
I.e. you should replace (56 53 79 6E 63 04 04 00 00 00 74 72 75 65; "VSync.....true") with (56 53 79 6E 63 04 05 00 00 00 66 61 6C 73 65; "VSync.....false").

At the end you could then limit FPS for WoT Blitz through NVidia control panel, in order to leave some rest time for you GPU. In my case for some reason it limits up to monitor refresh rate (165) even if I disable Vertical sync for Blitz in NVidia control panel and there is no FPS limit.




If someone will have time and pleasure to make a short and clear steps\tutorial from my text - you are welcome =).

This will work only till the next update as soon as there comes in a change it will be locked again and the other problem is the updater might have a problem since a exec file is running
