They are both good tanks, but have very different playstyles.
The Hetzer is a turretless TD with a very good T 4 gun and front armor but weak side/rear armor. It is surprisingly fast on level straightaways. I do well in it as a sniper that rushes in during the end game. Like other snipers it depends on the team spotting and needs to move to other safe spots if there are no targets.
The Pz IV D has similiar front armor, speed and a good gun. With 10 degrees of gun depression it is good on ridge lines and other places where the hull is hidden. Many T 4 tanks can pen it, so using cover and mobility is important.
Which one is better will depend on the playstyle you do best in. These may help:

The good thing is that the 3 is just such a good tank, that not only did I grind both tanks, but I still put on 100k+ XP on my 3 after getting both.
I'd say to grind your way to both, but get the Hetzer first to see if you like Turretless (the armor LOVES to bounce shells and pretty maneuverable, so, it is a lot more forgiving that other Turretless tanks)
Even though it has no decent armor
The SU-85B doesn't have great armor, while the Hetzer can reliably bounce shots
