Um what does it mean when the police portraits are suddenly red or green?

The colours indicate the political preferences of your cops and detectives. It is shown as long as you have a living and paid snitch. Reds are in favour of Mayor Rogers and Greens are on Cheffee's side. As the game explains there is a malus for assigning officers with different political opinions to the same tasks. Best way to deal with the situation is to switch your officers accordingly (e.g. have all Rogers supporters in the same shift).
