the order is
1- black car in front of the building
2-black car in cctv camera (color is really similar to green car so be careful!)
3-two guys in elevator
4-secretary call (guys without gun)
5-opened safe with broken glasses
6-two guys got out the building without a bag (+ one guy took off his jacket)

umm... i think this is correct order cause i solved that case yesterday(with this order)
maybe you need more frames..?
+ second frame with the number is black car but green car frame looks like black so maybe that one is problem i think

edit) i loaded my save file and tried my order and it worked. so order is corret

Oh my god thank you so much. This investigation made absolutely no sense to me, I couldn't solve it for the life of me and I couldn't find help for it anywhere on the internet, until I got lucky and stumbled on it in these forums. Thanks!

I believe the two CCTV frames are meant to be black and white. That's why the black car looks black and the green car looks lighter. Although why the guy's hair is blonde I don't know.

I've never considered putting the pic that two guys walking out the building to the last place,

besides there are really too many misleading clues.
