This is true :)) But if you call a cop corrupt because he drove his car on yellow lights, or he crossed the road without using a zebra, you have a problem.
If you believe that all captains are corrupt, then you have a mathematical problem.
Saints are in heaven. People do mistakes, but corruption is a different matter than driving by on the yellow lights or getting a donut for free because the seller likes you because you are a cop.
If a cop forgets to turn his car lights on in traffic it does not mean he is a corrupt cop.
Even just one instance of background checking of your daughterls boyfriend makes you a corrupt cop.
Corruption is not only about stealing millions and taking bribery. Any intentional bending or breaking of the law for your or someone else interest is an act of curruption.

If you want to play a honest cop, it's possible. But it's a balancing act because characters in the game are literally putting a gun to your head and force you to work for the mafia. It's part of the game. You don't keep them at least a little bit happy, you get killed.
You don't have to go full out corrupt mafia-lover, you can still try to be good. It's just that you also have to save your own life and keep the mafia somewhat happy.
That's literally the point of the game, you decide how far you're willing to go. If you don't want to help the mafia at all, you get killed. That message was sent very clear very early in the game as well.
How is that not the same thing?
Sure, not literally. But as a cop, it's your job to "net all the top criminals" and if you do a great job of being a cop (and not a crook) you can "get all the bonuses."
Then again, you can always add a 'bitter sweet' ending where despite not being able to meet the goal, he stayed honest I guess. Or get a lot of donation worldwide for good deeds like in a few movies lol

Give this man a cookie. Honestly, I got the game because I like choice. TellTall, BioWare, Obsidian, all that stuff. I was disappointed with the actual "lack" of choice in the game. Dont get me wrong, I really enjoy the game, Im actually praying for and endless mode one day were I can just manage the force and not even worry about the story, dont care if the calls become repetitive, the managment aspect of the game is a total blast, but thats just me. The game play is fun, the voice acting is ... good, but the "choice" aspect really needs work. Just my opinion, no more relevant then any one elses ;P
You can play the way you want, you can exactly do that. But it has consequences. Acting like they're telling you "no, you can't do that" is wrong. You can do that. The options are there.
They're just really stupid options that lead to you getting a bullet in the head. Morality needs to get flexed sometimes for a greater good. You have to take the knee for a bit before you can shank them in the gut. It's not "unrealistic" that you have to actually apease the people holding an analogical, metaphorical, and literal ♥♥♥♥♥♥♥ gun to your head until you can turn the tables.
Get a grip.
I never explicitly committed a crime on my play through. You need to pick your battles such as allowing them to steal so they wont be so cheesed off that they will murder you when you prevent them from murdering. Or sending them help when a legitimate crime is being committed against the mafia such as kidnapping or armed robbery (to prevent a gang fire fight) and not sending your police to extort or murder on their behalf. Just so you know, it is possible to dismantle the mafia eventually. So see it as doing some evil to do more good.
