Arresting Sand? [Spoilers]

I'm trying to arrest christopher sand after the homicide investigation. My detective has about 1000 professionalism, the two officers i send have about 1900 between them, and my swat team's effectiveness is maxed out. But he still escapes both times i've tried so far.

Is he scripted to escape, or do i just need more to take him down?
