The first one is by requesting them from citiy hall. You can turn in a request every five days and I suggest you ALWAYS pick all four requests. It's also an early indicator and how conent city hall is. If they are happy with you they will accept all requests at once, if not only some or none at all.
The second option is in the first arc, where a business man will offer to fund three new slots in exchange for employing his nephew. He may not be a good cop (like at all in the beginning), but still two new slots are a lot for the early game. A related offer appears later during an optional quest (in the second arc I think). The man offers five new slots... though city hall 'corrects' that to two or three slots.
The third option exists when Atticus Corp. is unlocked. You can pay money for them to fund new police or detective slots, but they are quite expensive.
That is pretty helpful.
Another question: Do you know how to prevent losing a cop slot?
City hall will decrease the cop slots when they are unhappy with your management. If you want to prevent that you need to be on good terms with city hall at all times. Thankfully you will be warned when city hall is not happy with your work, since you can read it in the newspapers (something like "Mayor Rogers vows to turn around police department").
Obviously the quickest way to do so is to accept their requests, though some of them are really tough or stupid or outrageaus or come randomly when you don't have any cops in station.
However city hall ALSO looks at your overall performance. If you manage a day without losses and all crimes answered, you will gain respect with them, thus allowing to ignore their demands occasionally. Managed to beat the game without ever going to a riot and not getting slots decreased, so it definitely is possible.
