Chaffee gives you a dollar but you keep all the money you earned. He hasn't stolen your money, he's just being a ♥♥♥♥.
The ending cutscene actually changes a little based on how much you saved. When Boyd opens his bag of money, there's either a load of wads of cash or just two wads left.
It gives the ending a different tone. He's either a probably-homeless bum who's facing a fatal winter... or he's a retiree who's lost everything close to him and can't even get into his favourite club anymore - first world problems perhaps.
