Do you remember dissapointing the mafia? Reload from the Sunday prior to being assassinated and complete some missions to keep the mafia happy.
Part of the game is keeping everyone happy. Your officers and staff, the mafia, city hall and the mayor, later you may get caught up in the dealings of the church, some corporations and the labor union.

It is possible, despite all the corruption, to be a good police chief who keeps the innocent citizens safe. It is possible to take a stand (I won't elaborate further because of spoiler reasons). It is, however, the much more difficult way.
Jack Boyd has 180 days left. He can use them to do his best, take down as many gangs as possible and build an effective police force which keeps the citiy safe...or could just be nothing more but a greedy jerk, who doesn't care anymore.
I do agree though, that in reality this shouldn't even be happening. I still think that it's better to survive in a corrupt system and do your best in it than it is to just succumb to it and go full corrupt. After all, Jack ain't no angel... but he can still be as good as he can possibly be despite all the circumstances and leave the city in a much MUCH better state than before. It all depends on your playstyle.
