Offender always escapes?
No matter who I send or how many I send, the offender always escapes. How do I stop this from happening? Even from day one they just escape even with my best people on scene.

If you're definitely sending your best people then something must be up with the game. Maybe start a new one?

What profesionalism level do your best people have? At least 200 is needed for them to deal with most stuff.

Early on I try to do some training which can help the lowbie officers

It's not worth it to train low officers, it is a waste of money. Better to send them to homicide alarms, maybe they die, or fire them if they're old or maybe after 3 missed interventions. The labor panel could have some very good cops, I had one with 800 profesionalism in day ~15.

Use ♥♥♥♥♥♥ rookies to do off-books work and give yourself excuses to fire them. Keep an eye out for situations that can get them killed for knowing too much. Keep 5-6 good cops/shift for actual crimes.

What are those situations?

Send good ones + swat! That's what I was usually doing with gang members.

I have to disagree with people saying you should fire all the rookie cops, since most of the officers you can hire often are rookies themselves. Especially in the beginning of the game, where you cannot train them at the academy it can be useful to always send a highly competent one with a rookie or department idiot (like in Shift A: Aaron Stovall with Frances Burch and Burch Jr.). The pros will help the rookies become better cops.

Later in the game the academy is your best choice or send one rookie with several pros (unless it is a REALLY dangerous case, where there shouldn't be rookies). That way they will learn quick enough to be decent officers (the game claims 150 is average, where they will get most jobs done, but at least it feels like in the late game the "average" is rising. Don't know if it's just my imagination).


Back to the actual question: Just like Mugabinator said, if you really send your best people and even staff all the slots with them, something may be off with your game. Especially if they have professionalism between 500 and 1000 points.

I've never used the academy and my cops are 500-1000 profesionalism, at day 100.
