Of course at some times you will have to look the other way. As Jack stated in the beginning: 8 out of 10. That's his personal rule. And at the current state of the city...it's better to do so. If you appease both just enough, you can keep the city rather safe.
Another note for the second arc of the game: An investigation allows you to investigate the Sands (I guess the same goes for Varga, but I don't know about him. Sand ftw!) It's like any other gang investigation, but has 5 cases to look into, not three. If you are successful you can get rid of the Mafia entirely, freeing the city from their reign and getting a HUGE bonus.Thus no more Mafia jobs, no more "please look the other way" calls and sadly no more "sell goods". So my advise would be to appease the system until you are ready to bite back by arresting Christopher Sand or Vicus Varga. After that you can make the town even safer with city hall being easier to please by that. :)
what does that mean, the ammount of times i can refuse a mafia request or the amout of times you can accept mafia request before becoming crooked
How often you can refuse their requests really depends on your standing with them. So when you start a day and find a scarecrow with a knife in the eye and "S" written on it (at least when you have the Sands, I don't know about Varga) then you are in deep trouble and should not deny their requests and look the other way. Otherwise Jack will be killed.
Gets easier once Robespierre sends you notes. As long as you have at least two green thumbs you are on good terms with them. If you only have one or no green thumbs...yeah, then you better appease them if you don't want Jack to get a bullet in his head.
You should look up the game guides here on steam. I found an interesting guide there today on how to play as clean as possible. So if you are interested in doing so, you should check it out. It was quite good. :)

2. what matters to me is if i can answer to every neccessary call and make sure everyone is safe and the offender is caught. i don't wanna finnish the game as a crooked cop
The sad thing is, that Freeburg is a wretched hive. Even when your goal is to keep the city and it's citizens safe from harm you have to participate in a minimum amount of "everyday corruption", if only not to get killed off or for city hall to cut your budget like crazy. Basically you are the everyday Joe in a utterly corrupt system (or not as some players may fully indulge in it). It's not possible to be a clean angel in that system without being dealt with quickly.
It is, however, entirely possible to end the game as a police chief, who kept the city fairly safe, cleaned it from several gangs and build up a reliable and strong police force, which is ready to protect the honest citizens of Freeburg. And like I've mentioned before. You can even take down the whole mob. You may have to play along a bit, so they don't get suspicious, but once you've done that you can go full clean without the fear of being killed off. And city hall? Heck, they will be fine when you do a good job. Which means once you got rid of the mob you CAN become the clean angel, who is not crooked in every way. Until then...play along as much as you need. Sell some harmless goods from time to time to appease the mob and share it with your officers, so they will be happy too.
Also some calls from city hall are not illegal. These include simple PR things like "Ey yo, we need to look like we give a ♥♥♥♥ about the environment. Send us three officers to help pick up bottles" or "We are opening a new kindergarten. Please send an officer to read books with them or something". I tried to comply with the more reasonable calls whenever I could and never used violence in a demonstration when they demanded it (okay, I did it one time and it has bitten me in the ass so hard that I just reloaded the week. Was too curious to know what could happen).
Heck, even the SANDS occasionally call you for things which are actual police work anyway.
During the gang war one of their girlfriends was kidnapped and they asked me to rescue her. I complied not only to appease the Sands, but also because I wanted to save her and felt like this was a job for the police to begin with.
Again, I recommend you to look up that guide I was talking about. It went into good detail on how to be just corrupt enough to not get killed off, whilst still being a good chief, who keeps the city safe and is able to protect the citizens of Freeburg.
As for City Hall I've never gone violent at the protests. And often refused to fire my officers yet they never cut the budget and give me all of my demands. How? Same solution, just do the side tasks. You also get the added bonus of taking down gangs and tasks like protecting the hero. Often very easy to do and they please City Hall a lot.
You can't be totally incorruptable, nothing to do with the mafia type cop but that doesn't mean you don't have to be a crime baron either.
It gets really funny in sandbox where around 80% of their "look the other way" calls were false alarms in my game. Literally. XD

Might also be good to read the "The Sands need help" descriptions, since they occasionally give you proper police work actually. Heck, they themselves acknowledge that at some point stating something along the lines of: "Yeah, this is a job for the police anyway, right? Just keep it under the table, because we don't want attention." Helps with your standing, whilst still doing a good job.
If you do it that way, you probably have to sell them some goods to stay on good terms with the mob like washing money or selling hash. Sharing it with your officers will boost both your standing with the mob and with the police station. I tended to do it because of this, not because of the cash. True, weapons and hard drugs give more money, but then again... one could get the idea that it's worse to let the mob distribute full-automatic weapons than just washing some money you seized.
In conclusion the mob is basically the only real threat to you being a good police chief (yes, city hall can be extremely salty at times, but at least they let you off the hook if you do a good job everyday and do some easy side tasks like sending one officer for the "Back to the future" premiere). And as Mugabinator said: You can't be incorruptable, but you can still be a decent chief protecting the citizens. That's one of the interesting game concepts similiar to Papers, please. It fully depends on you whether you are JUST corrupt enough to survive in the rotten system...or fully indulge in it...or some grey area in between. I chose the "Corrupt enough not to get killed off" way.
It is hard, but SO satisfying to pull that off and end as many days as possible with no dead civilians and officers. :)
Until you got rid off the mob. Then you only have to worry about city hall and the police station. Then you can stay clean all the way. ^^
I got the vargas to win in the war, and they didn't kill me for refusing to accept there request
so i can play the rest of the game the most clean i can. But Damn Chaffe got me good, i couldn't
have any form of deputy,but thanks to other dervices (with the exeption of church) they have helped me, Escpechally attucus tower) Chaffe get rid of the mafia (even they were no threat for me nor did they benifit me in any situation) and yea, game was tough but i manage to pull though, my main problem was somthing that i should of done at the start of the game
Ask for city hall to increase staff capasity, I did every investagation (exept for finding gangs and the "possible Homicide" investegation) and now i can do sandbox...wheres my music
Favorite soundtrack was "Sweet Ginger Green" and "No Good" just fit the tone of the game
