I've never had any issue finding a lobby.
I never got bothered in Grid 1 playing against Brazilians or Chinese. I find it ridiculous that I am only locked to play some countries.
They should make a way to you "unblock" your region to play against people around the world.
Find a GRID 2 Group, click on Members, click on a member who is in-game GRID 2, you'll see a Join Game button if they are racing online. Click Join Game and be prepared for a surprise because you don't know what they're playing - what tier, game settings, what track(s) and so on.
This usually works even if they are geographically far from your location.
Interestingly I thought this method might not work well because of possibly large ping times but it seems to connect to other players and mostly works just fine if you have a good internet connection at your location. Because it does seem to work well I do not understand why the "ordinary" matchmaking works so poorly.
It's not that it is locked, it's just that it is one of the most pathetic matchmaking implementations in recent videgames history.
Just switch around steam download regions until you find one that yields a decent amount of players. Warning though, multiplayer seems to be drying out already, in this end steam reports 721 players online, of my 50 or so grid 2 contact list, 1.

The brazilians are the best I could find. They're really great, no joke!
I find the times I play in UK really change a game. Afternoon when the kids are home you have races full of kids. Same in France etc.
