PS : I don't have the DLCs, so i'm not counting does in.
Upgrade? Wtf are you talking about upgrade? Is that something you can do in multiplayer? I'm talking about the single player campaign.
Right now I just started Tier 4, I haven't finished a single event, I only have the Pagani Huaraorayoaaraa, The Aston Martin, and the something else I can't remember. The Pagani and Aston Martin are the two heaviest of the three, and they're both drift cars. Absolute nightmare to drive. The third one is a balanced car, and its the lightest, but it's still a pain in the arse to drive. I'm used to playing on Very Hard and coming in 1st or 2nd on almost every race, but for tier 4 I had to knock it down to medium just to come in 2nd.
What's worse is that all the races make you start out in the back, like 10th or something. Then every race starts out with the announcer saying "don't crash your way through the pack, it's silly!", but that's really the only way to win the race. If I haven't made it up to 3rd by the time the first lap is done, there's no chance for 2nd or first. And the only way to make it up to 3rd by the end of the first lap is to force and shove my way up through the pack. But the tier 4 cars are so heavy, that the slightest knock against an AI car sends ME flying and spinning. And hilariously, if it's the other way around and they knock me, it STILL sends ME flying and spinning.
For some reason, on the tier 4 races, all the cars stay in a nice big pack except for the 1st and 2nd cars, which seem to have nitrous or some magic ability to shoot ahead of the pack and be completely IMPOSSIBLE to catch up to.
PS I am playing with an Xbox 360 gamepad, but I find it is much easier to treat the analog sticks on the gamepad like keyboard controls. For example, if I'm going around a long curve, and I try to hold the stick in the turning position, I will inevitably spin out or go into a drift if I'm in a drift car or balanced car. I do not want to do this. So instead I will tap-tap-tap the analog stick as if it were the left arrow key on my keyboard to go around a curve. That way I can actually steer without going into a drift every time.
