Report a translation problem
Once I resubmitted my controller preferences and exited the game normally (rather than closing it with Task manager or closing the Window it was in), I came back in, and the camera issue was fixed. I'm now able to change the camera between chase and bonnet without problem.
I don't entirely understand the problem, but my guess is this: if you're trying to use a joystick in Win7, enter the game, find a way to change the controller settings, and then finish whatever race you're forced to play. Maybe once the settings have been established and saved (without closing the game abnomally), restarting things fixes the camera angle crap.
In any case, I'm now playing the game (and suck at it - damn I need a better controller) without issue!

The problem came back. I don't think it's solved, but I've been able to play the game a few times without having trouble.
For the most part, I was saving my joystick configuration in the "Direct Input Device" preset, and it seemed that every time I did this, the camera problem would occur. Since then I've found saving the config in the first default keyboard layout causes less trouble.
Additionally, I know a few other people have talked about this, but the configuration is lost every time I close the game. I believe this has to do with app not having permission to either create or write to the XML configuration files on the local machine. Yes: every time I want to play, I have to set it up again.
So, in short, I'm still having trouble, but it seems manageable. One of these days I'm gonna buy a frikkin driving wheel...
