As well try to look for in Playlists not custom games.
If none of these gives you any real increase in lobbies than search for some dedicated Grid2 groups or/and people who play this.
To rivals they are being drawn the same day when weekly racenet challenges time ends ( if i am correct ).
Custom rivals ( friends and such ) you add on www.racenet.com
You login there with racenet account ( you usually create one when you start game for first time ) or with steam account.
There you can pick which game you want to work on and in one of categories you can add rivals of your own.

There are cases on this forum when this thing was recommended to do and did helped. No matter how weird it might sound.
But there is a bit logic behind ( not much and not most clever but still )
This game is Peer2Peer multi yet it always require steam comnection to play multiplayer for some reason.
As if steam have something to do with game. If game is Peer2Peer then it will always search for local lobbies that are as close as possible to yours location. If steam have something to do with multiplayer system ( and probably have, since multi does not work without steam working ) you can switch download region in steam settings to get a data from entirely other region.
In short: if multi does not work when steam is not on, then most possibly steam have simply something to do with lobbies searching.
Its my take to that but making an actuall experiment to answer if this DO work is good idea.
Works for me,and works for others who has plenty experience about this game. DLC areas what works for me Germany/Poland/UK then connecting and reconnecting on everything lobby until finding lobby what has more than 4 people preference is almost full.
If i connect on my home country dlc area i find usually 0 ppl switching on germany,poland, or uk everything i find ppl always. So its far from placebo.
Ps.switch area and keep leaving and rejoining on everything lobby it works you find ppl.
