But once I got in the game it was stuck at 800x600 and graphics looked very blocky and muddy. I found a file called hardware_settings_config.xml file in \Libraries\Documents\My Games\OFRR\hardwaresettings. Just edit the part where it says "<resolution width="800" height="600"" to whatever your desired resolution is. Game looks and runs great now.
Did you have to install GFWL also? I've tried your instructions but get an error that I'm missing xlive.dll. However, GFWL wont install, either.

No, having to install GFWL was one problem I didn't have. From another thread, try this:
1. Uninstall “Microsoft Games for Windows - LIVE Redistributable” AND “Microsoft Games for Windows Marketplace”
2. Reboot Computer (DON'T SKIP THIS)
3. Download GFWL here:http://www.xbox.com/en-US/LIVE/PC/DownloadClient
4. Right click the GFWL installer, go to properties and change its compatibility to “Windows 7”. Save and exit.
5. Right click the installer, and choose “Run as administrator”
6. After it’s installed, run the GFWL game again.
